I had the same happening in Fedora 36 - QWERTY instead of AZERTY in the login screen. The "localectl set-etcetc" command seems to have done the trick. Thanks a ton for this! :-)

You can't even imagine my pain when I had to type my password on czech qwertz layout every time.
